Stricter EU Rules on Imported Roses: Are You Prepared?

From April 26, 2025, the European Union will implement stricter phytosanitary requirements for cut roses imported from Africa, particularly from Ethiopia and Kenya, due to increasing concerns about the spread of the False Codling Moth (FCM) (Thaumatotibia leucotreta).

Amended EU regulation against FCM

As announced in the EU Official Journal, the Commission Implementing Regulation (EU) 2024/2004 amends the plant health rules under Regulation (EU) 2019/2072, directly impacting growers, exporters, and importers of roses. The presence of FCM in shipments can lead to delays, rejections, and serious trade consequences—making proactive prevention essential.

Why this is so important for Flower Growers

The False Codling Moth is a quarantine pest known for damaging a wide variety of crops, including ornamental flowers. With roses being a high-value product in the EU floral industry, these regulations are designed to safeguard plant health across member states. Growers and exporters in Africa are now under increasing pressure to meet higher inspection and control standards. For European importers and wholesalers, this means more rigorous checks, traceability demands, and the need for pest-free documentation.

Ethiopia and Kenya take action

In response, the Ethiopian Horticulture Producer Exporters Association (EHPEA), together with the Ethiopian Agricultural Authority (EAA), has already trained over 20,000 flower farm workers in pest recognition and control. Inspection facilities at Bole Airport have also been upgraded to comply with EU import requirements.
In Kenya, KEPHIS also conducted a series of trainings last fall, for cut flower growers from the Nairobi region on the implementation of the systems approach protocol. The sessions focused on the management of False Codling Moth (FCM) to reduce interceptions and ensure compliance with the new European Union regulations. The training, organized in collaboration with the Kingdom of the Netherlands and the Kenya Flower Council, has been held in Naivasha, Nakuru, Kitale/Eldoret, and Timau.
